In Virginia, it is unlawful to use, without permission, another person’s identifying information in order to fraudulently obtain, among other things, good and services.  The written law can be found in Va. Code Ann. § 18.2-186.3.

Vermont Identity Theft

Vermont law indicates that identity theft consists of, amont other things, using or possessing someone’s personal identifying information with the intent to commit a misdemeanor or a felony.  The written law appears as Vermont Code § 13.2030.  As with many other states, Vermont law not only addresses the use of someone else’s personal information to commit a crime or fraud, but also trafficking (e.g., buying and selling) such information.
